Many properties in Los Angeles County have flood hazards on them and thus are subject to building restrictions and flood resiliency requirements. Building in flood hazard areas is a significant and complex undertaking. Building to be reasonably safe from flooding without impacting existing structures and neighboring parcels can be very difficult to achieve, and at times may not be feasible. Therefore, Public Works' Stormwater Engineering Division has developed a checklist and workbook for County permit applications in flood hazard areas to inform potential permit applicants about flood hazards that may be on their properties and the required basis of flood resiliency design for these flood hazards. The Check List and Workbook are extensive due to the complexity of building in flood hazard areas. It is recommended that before starting building design, the potential permit applicant go over the Check List and Workbook with the assistance of a California licensed design professional with experience in building in flood hazard areas in Los Angeles County.
